Rebate amounts are based on household income compared to your county’s Area Median Income (AMI), and approved upgrades must meet program requirements.

How Rebate Amounts Are Determined
The H.E.A.R. rebate amounts will be based on household income relative to the county’s Area Median Income (AMI).
- Below 80% AMI: 100% of qualified project cost up to each max rebate amount
- 81% to 150% AMI: 50% of qualified project cost up to each max rebate amount
This program is designed to help households lower upfront project costs, reduce energy use, improve comfort, and create healthier homes.
What Rebates Are Available?
The following upgrade categories may qualify under the H.E.A.R. program:
- Cold climate heat pump — up to $8,000
- Heat pump — up to $3,000
- Heat pump water heater — up to $1,750
- Electric cooktop, range, or oven — up to $850
- Electrical panel — up to $4,000
- Electrical wiring — up to $2,500
- Insulation, air-sealing, ventilation — up to $1,600
Total Maximum Rebate: $14,000
Who May Qualify?
The H.E.A.R. program is available to moderate and low-income households living in:
- Existing single-family homes
- Condos
- Apartments
- Manufactured or mobile homes
Owners and operators of multifamily buildings smaller than 50,000 square feet may also qualify per unit.
For multifamily properties, at least 50% of households must meet income requirements to participate.
Eligibility and rebate amounts are confirmed during the approval process.
